Health & Human ServicesThe Health and Human Services Policy Committee has responsibility for the development of policies and proposals relating to the following: aging and long term care, alcohol and drug programs, mental health, the Medically Indigent Services Program (MISP), the California Work Opportunity and Responsibility to Kids (Cal Works) program, foster care, child welfare services, adult protective services, the In-Home Supportive Services (IHSS) program, the General Assistance (GA) program and the homeless. Together, these programs represent a large percentage of the state General Fund expenditures. Chair: Liz Kniss, Santa Clara County

Federal Health Care Reform
Congress is in the midst of creating health care reform legislation, and counties stand to play a key role in many of the proposals. As part of our efforts to keep the Health & Human Services Policy Committee informed of the activity in Washington, D.C., CSAC will be producing periodic fact sheets on the major provisions of the bills that are of interest to counties.
