Health & Human ServicesThe Health and Human Services Policy Committee has responsibility for the development of policies and proposals relating to the following: aging and long term care, alcohol and drug programs, mental health, the Medically Indigent Services Program (MISP), the California Work Opportunity and Responsibility to Kids (Cal Works) program, foster care, child welfare services, adult protective services, the In-Home Supportive Services (IHSS) program, the General Assistance (GA) program and the homeless. Together, these programs represent a large percentage of the state General Fund expenditures. Chair: Liz Kniss, Santa Clara County

Federal Health Care Reform
President Obama signed comprehensive health reform, the Patient Protection and Affordable Care Act on March 23, 2010, and the Health Care and Education Reconciliation Act of 2010 on March 30, 2010. As part of our efforts to keep the Health and Human Services Policy Committee informed of implementation activity both in Washington, D.C., and in California, CSAC will be producing periodic fact sheets on the major provisions of the bills that are of interest to counties.
